MEWP Operator Training & Familiarization
A mobile elevating work platform (MEWP) is any machine that lifts people in a platform, from a scissor lift to a telescopic boom. Operators need training before they use one, and a short hands-on familiarization on every different machine they run.

What the rules require
- OSHA requires that only trained and authorized people operate aerial lifts (1926.453 and 1910.67). The employer must make sure the operator knows the machine and its hazards.
- The ANSI/SAIA A92 standards describe a good program: operator training, familiarization and employer responsibilities. OSHA may rely on them as industry practice.
- Training is not a license for every lift. A worker trained on a scissor lift still needs familiarization before using a boom lift.
What training covers
- How the machine works: controls, emergency lowering, platform limits and rated capacity.
- Hazards: tip-overs, electrocution, falls, crushing against overhead objects and being struck by traffic.
- Pre-start inspection and a walk-around of the workplace inspection (floor, slopes, holes, overhead lines, wind).
- Fall protection required for the type of lift. Boom lifts require a harness and lanyard attached to the manufacturer's anchor. Read the rules for scissor lifts in Scissor Lifts.
- Rescue and emergency procedures as described in MEWP Rescue.
Familiarization on each machine
Before first use of a different make or model, the operator should be shown where the controls are, how the emergency stop and lowering work, and the load chart. Practice in an open area first.
Daily routine
- Read the operator's manual and decals.
- Do the pre-use inspection: tires, outriggers, guardrails, gate, controls, hoses and leaks, battery or fuel.
- Survey the work area for floor loading, drop-offs, overhead lines and other equipment.
- Wear your harness where required, and tie off to the anchor in the basket only.
- Keep all feet on the floor of the platform. Do not climb on the rail.
Danger: Never move a raised platform on a slope or soft ground unless the manufacturer allows it. Keep at least 10 feet from power lines up to 50 kV, more for higher voltages.
Checklist
- I was trained and authorized by my employer for this type of lift
- I was familiarized with this machine
- I inspected it today and read the load limit
- I know how to lower the platform from the ground in an emergency
